For some reason, Blizzard has altered Plague's stats slightly. Plague's order is now Cham + Shael and Um, which is with a substantial cost, but also a new purpose for D2R ladder items the under-used Cham rune. The new version of Plague is a strange prototype that has a very specific use case. Everyone's trying to figure why you should use Plague over something similar to Hoto for instance, as well as potent melee weapon such as Grief, or Breath of the Dying.
The biggest change is Plague now makes use of socketed 3 swords instead of the general weapons. Another change is the -1 bonus to All Skills, and the removal of +strength since Fal has been removed from the game. Enhanced damage has been added to the game, which is a huge gain for raw damage. The other stats are basically identical.
Plague was odd at beginning, but eventually it found it's uses, possibly even for casters; YouTuber Drunski125 notes that Plague's use being limited to swords alone is an error.
